Commish with a Dish April 2014
Park County Commissioner Mike Brazell spoke about the following topics, then opened the meeting up for questions from attendees (Q&A not filmed).
1. Asset Management
・Capital Improvement Plan
Up to this point county has been reactive rather than proactive.
Long term planning desired.
Went through full assessment of every building. How old, maintenance needed, cost to repair/maintain/replace.
Focus is in planning.
・Fleet services - county has a lot of vehicles. Each dept has maintained their own historically.
Reduced entire fleet by ten vehicles
2. Merit-based compensation plan.
・County has taken on to address turnover.
・County has about 200 employees. Analyzed positions compared to other similar counties.
3. Telecommunications
・Broadband and cell phones
・Key problem is infrastructure. Public-private partnership.
・Technology planning meeting following Monday after this meeting.
・Identified Guffey as first challenge - they don't even have phone service out there (one direct line to 911 operator in town is it).
・School helped raised $15,000
・Comnet looking to put in tower along CR43 to boost cell phone coverage.
・At county level, Modified regulations for communication towers. Changed time frame from 90 day to 30 day, don't require environmental study before application, but now after application is approved. Public vetting still required.
4. State water plan
・Governor issued state executive order last year that each county must create water plan starting in 2015 up to 2050.
What happens after 2050?
Agricultural water rights have been stripped to convert to municipal. Once gone, they won't get it back. S Platte Basin feeds 80% of state agriculture.
Agriculture dry up, storage, & transbasin diversion.
・County Resources: 3-Roberts Tunnel, Montgomery Reservoir, and Arkansas River Basin to Spinney

5. Retail Marijuana
・Approved because 58% of voters in Park Co were for marijuana
・Put county regulations in to mimic liquor licenses
・Potential for cultivation industry to provide jobs (currently lacking in job providers)
6. BLM Master Plan
・Mineral rights owned by Bureau of Land Management, can't stop them, just need to make sure it's done safely, within regulations.
7. Strategic Master Plan for County
・Needs to be re-done, typically done every 10 years or so, ParkCo a couple of years out of date.
8. Economic Development Plan
