Exercise in 2016: they sent 15 deputies to Ken Caryl to time door-to-door knocks for evacuations, it took 2 hours to get to 400 houses. Not optimal for saving many lives during last-minute evacuations if residents don't evacuate when first requested.
3 Standard Instructions:
Shelter In Place: remain or go indoors, do not go outdoors, and do not evacuate the area.
Pre-Evacuation: evacuation may be required in the near future. Actively prepare to leave. Leave if you feel you are in danger.
Evacuation: Incident Commander has ordered an evacuation. Leave immediately.
