The operating system basically would be to replace bureaucracy with individual responsibility. Where you pull back law, and law becomes a framework for goals and sets principles, but allows individuals, in government, to actually take responsibility for making sense of those goals, and then are accountable for whether they do a good job.
This is not the first time in history that we have had to have a change in operating system.
