You don't give your fellow citizens enough credit. I'm fairly sure that people who are watching "whatever is the latest popular tv show" realize that it is not reality. I'm sure that people who go watch "Harry Potter" or "Red October" or "Meet the Fokkers" know that they are not real.
There will always be a few nutjobs that will think it's reality, but I'm sure that 99.9% of the people watching "Miami CSI" know that it is entertainment.
Maybe I don't. But let me ask you this, do you believe that people who watch lots of TV are smarter than people who watch very little in general or do you think it makes no difference?
