Why can't kids read Bibles in school but they can in prison?

I'm still waiting for an answer to the question: "When did it become illegal to read a bible in school? Can you point me to a specific law or judicial case?"

I stayed in a Japanese hotel in San Francisco and they had The Way of the Tao in the drawer. When I stay in a hotel, the first thing I do when I get to the room is take the drawer bible and put it outside the door of the room like a used room service tray.

There are prison chaplains and chaplains in police departments as well as chaplains in fire departments... where's the outrage that the public is spending salary money for these chaplains in public/government organizations?
