Russian Cosmonauts have been carrying these in to space and back to earth for decades, I think it's a great example of engineering innovation and having the option of multiple forms of ammo is even better in a survival situation.

The then Soviet and now Russian explanation has to do with Cosmonauts returning to earth only to find themselves in remote areas, there are stories about an early mission and miscalculated reentry that landed to Cosmonauts in a remote part of Siberia and having to fend off wolves.
To date US Astronauts have gone into space unarmed, at least according to all of the information I can find in the tubes of the Internets. Apparently the Russians have this nifty weapon tucked away in a container along other parts of a their survival kit that fits neatly under the seat of the Mission commander in their Soyuz capsule.

I would think any weapons we would have would be very inferior to others living in the Universe. We are fairly new and still very primitive, in my view
