About a third of the way down. I thought this was the most interesting excerpt. "First, the president has wanted to force congressional Republicans to agree to a large tax hike. Such a hike would partially mask the government’s spending problem for a time (though not permanently), and thus ease the pressure for spending cuts."

It must be getting really late....I didn't see that quote.
I did think this was a passable idea

I would have preferred if House Republicans had simply taken up Harry Reid on his $2.7 trillion in cuts for a roughly comparable debt increase; said, “Brilliant idea Harry, but we want to make some tweaks”; populate it with real instead of fake cuts; and then try to pass it through the House. (I use the word “try” advisedly, because getting the Republican votes for anything short of “Cut, Cap, and Balance” is far from a foregone conclusion.)

That explains it, when I go to your link I don't get a piece by Capretta, just Lowry and Stiles.
