Jefferson County has a legendary history of ethically-challenged Commissioners and Administrators. A modest proposal might bring about a change. At least it is worth a try. The 3-member Board of Commisioners is elected "at-large", no districts exist to assure a somewhat equitable representation of citizens in a very diverse county. (You already know who gets the short-end-of-the-stick.)
Change the number of Commissioners to five. My opinion is three members elected "at-large" lends itself to a collusive environment. Create three districts where Commissioners truly represent that portion of the county and have 2 Commissioners elected "at-large". (A Foothills District and 2 Metro Districts for instance)
Some will argue against the additional cost of 2 more Commissioners as salaries for that position are set by state statute. I would suggest it would be money well spent for better representation.
