I was so shocked when I found out that the Chief is married to the District Administrator and they approve each others paychecks. Who is watching that process? Seems like there should be a law or a rule or something.

Your story reminds me of the Aurora leaders who were getting kickbacks from the paving contractors.
I am a buyer and sometimes see kickbacks offered but my buys are a lot smaller than local or city goverments. Must be be very tempting to cheat.
