One of the biggest reasons we are no longer in Iraq is the lack of Iraq's willingness to sign a status of forces agreement, that would allow us to deal with our troops vice the Iraqi government doing it, when one of our troops screw up. The Iraq government wanted to keep around 5000 troops there to train the Iraqi military without immunity, and the United States said no.
The SOFA signed by President Bush and the Iraqi PM, 17 Nov 2008 states that all US Forces will withdraw by Dec 31, 2011
Though I am glad we are out of there, President Obama kept to the timeline, he was following President Bush timeline. Page 15
