When what is referenced to refute a lie is itself a lie I should think that worth noting. Is it a federal "tax" that is being spent? No, but it is a federally "suggested" fee that is levied by the companies and then handed over to be spent by a federal GSE. A "fee" that was instituted "voluntarily" by the communications industry at the behest of a federal executive department charged with overseeing their operations lest they should find themselves regulated "involuntarily" to do the same thing by the department which created and oversees the "private" company which disburses the funds. Extortion of money, by whatever means, is still money extorted. If one wishes to hide behind technicalities in claiming that it isn't a federal tax, then by all means they are free to do so, but it does not change the reality that it is a federal tax and the money for those phones is coming from taxpayers. The mafia also suggests, not requires, that you pay protection money to insure that nothing bad happens to your business in the dead of night.
