The only ones rigging the game are the members of the government. They are the only ones capable of passing the laws and regulations necessary to rig the game and are more than happy to do so in order to reap political profits by undertaking such efforts. If they are doing "in order to reap political profits" that means they are not doing alone. Someone is paying, and we both know who that "someone" is, no matter how you try to shift all the blame only to the government.
I'd be the last person to say the government is blameless in this, but pretending like they are "the only ones rigging the game" is beyond dishonest. What's worse, such an attitude perpetuates the problems.
