Georgia citizens today delivered sworn testimony to a court that Barack Obama is slam-dunk disqualified from having his name on the 2012 presidential ballot in the state, because his father never was a U.S. citizen, which prevents him from qualifying as a “natural-born citizen” as the U.S. Constitution requires for a president.

IIRC, it isn't defined in the constitution but later courts have taken it to mean that to be eligible to be President, the person must have been born in the US.
This seems to have been modified in 2008, because John McCain, born in the Panama Canal Zone was judged eligible.

Not a slam dunk, more like an airball. The courts have ruled that even a citizen born to alien parents on US soil is still a natural born citizen.
