That's a tough one JMC - If I had to pick someone, I'd have to go with Wayne's choice of Eisenhower, but I'm not at all certain that any have earned the honor from the 20th century, including the one that is already up there. Truman strikes me as a possibility as well.

Eisenhower is totaly overated, and thats coming from a guy who's grandmother was a federally employed tour guide at The Eisenhower birth place for 40 years. I've been all over that house- Denison Texas. Truman is good, but he did enlist the national guard to bust a railroad strike so no....Not Mt Rushmore.

He did have a great line thats applicable to todays dumbed down Republicans though:
