The spin team says the Republicans want to shut down goverment, but it looks like the Dems are the ones who aren't playing by the rules.
The 1921 act did not directly alter the procedures by which Congress makes revenue and spending decisions. The main impact was in the executive branch. The President was required to submit his budget recommendations to Congress each year, and the Bureau of the Budget — renamed the Office of Management and Budget (OMB) in 1970 — was created to assist him in carrying out his budgetary responsibilities. Congress, it was expected, would be able to coordinate its revenue and spending decisions if it received comprehensive budget recommendations from the President. In line with this expectation, the House and Senate changed their rules to consolidate the jurisdiction of the Appropriations Committees over spending. The 1921 act also established the General Accounting Office (GAO), headed by the Comptroller General, and made it the principal auditing arm of the federal government. (The GAO recently was renamed the Government Accountability Office.) The 1921 act, as amended, remains the statutory basis for the presidential budget system.[/i]
