I'm sure this will be remembered as one of the State's bigger accomplishments, this year.
I'm sure this is a problem - but I'm having a real hard time feeling enthusiastic.
After all - this is adding to state responsibilities (enforcement) - and not really addressing any of Colorado's significant financial issues.
