Starving people from the North will rush the boarder and cross over into the South under heavy North Korean shelling and small arms fire. Those who are not killed by the North Korean Army will seek out food, shelter, and long lost family members and enjoy their new found freedom... Oh wait, that would be a good thing and do very little if any harm to South Korea's leadership.
