The Durango station is not exactly a hopping metropolitan place.
There were three (3) people requiring assistance of some kind, including me.
(1 re-instated license, 1 vehicle title, and 1 license renewal).
Behind the counter, I counted 6 individuals!
Three were sitting in a semi-circle, talking (I don't think the conversation had much to do with licensing).
One person was working away at a bunch of paperwork, and two people were apparently helping "customers."
I waited a half hour!!!!! Finally, I mentioned that I'd been waiting a half hour - and that the "take a number" board hadn't changed since I arrived (I took a number, and waited, as instructed). "Oh - we only use that when we're busy....." (why was I told to take a number, then???)
I went through the license renewal process - which includes a finger-print (I'd note the gubment is increasingly invasive). When I was done - I asked about the three people --- who were still sitting in a semi-circle enjoying coffee.......
This is what we get with our tax dollars when we hire people to do a service for us, yet they are in charge of policing themselves. There is probably another group of taxpayer funded zombies who are in charge of looking over those "efficency consultants". I swear the entire government (states and federal) has probably 50% waste, duplication, and just plain old uselessness.
The question is, how do we make an inefficent government efficient once the bureaucracy has grown out of control? Our only power is our vote and the people we vote in just become part of the monster. No wonder this country is broke.
The left is angry because they are now being judged by the content of their character and not by the color of their skin.

a) The county has 40,000 non-institutionalized adults. If a license lasts 10 years, you'll go through 4,000 licenses per year.
Add migration - make it 5,000. There's 200 working days a year, so you will issue 25 licenses per day - or about 3 per hr.
I think you should be able to do this job with 2 people. You will NOT need 6 individuals to run a license station. Let's assume
you need a supervisor to watch over the 2 people - so we're up to 3. In any event, I just cut your staff (and costs) in half.
b) You do not need to collect biometric data - it's an invasion of privacy, and does not make Colorado safer. Since you don't
need the equipment, you won't need the training to operate it. I just saved you $20,000/yr.
I understand the need for some government, so I won't be silly and argue against licenses. A license fee of $20 will likely pay for a good portion of the system. At the same time, you need not run a system that does unnecessary activities, and don't need to be inefficient, either.
I don't think it'd be unreasonable to have the license system being run by insurance companies. The state could simply mandate insurance for all drivers (not a bad idea) - and the insurance companies could work together to decide who's okay on the road. I think they'd make better decisions than the state.
