OH! They spent $1,100 of state money to protect a hunk of bronze because of its intrinsic scrap value, and it wasn't about fatso at all... What a great rationalization. I would never have thought of that particular spin...

Yes, I think the pigeons would have worked a lot cheaper...(and been much happier).
