Obviously posting "Al Queda" and "dirty bomb" online will get the government to start looking at you real closely, but "pork" and other oddly normal words are also on the list.

I read the WHOLE document earlier this morning. If you look at the various layers of what they are collecting and how they are collecting it, this is not very "scary." In a sense, this particular division is simply acting as a tier one news aggregator. Think of this as a giant DRUDGEREPORT team, collecting news, weather and blog posts that pertain to national and local events.
The keyword list in itself doesn't really trigger anything. It's the use of the words in context with an event, news story, weather report, utility problems, large computer network problems etc. that is of interest to this team.
It's a way to put "human intelligence" into the intelligence gather process. I don't see any problem with this. As I read the manual, I really was thinking "how could I get one of these jobs." After all, I spend a whole lot of time surfing the internet between my programming tasks.
I suggest actually ready the whole manual. The original Guardian article over sensationalized this whole thing.

Finding a way to get slash removed for Wildfire Mitigation and Prevention can be a real problem for us as we have no method to get the slash to a collection site. We decided to remedy that situation by purchasing a towing hitch so that we can rent a trailer. The parts arrived last last week and so we set aside some time and Cancelled an outing so that we could install the parts. I was afraid that it would be a real Strain, and I'm Sick of starting projects that we can't finish, but it turns out that the Initiative was worthwhile. We had only to Drill one hole for a ground wire for the light harness. We found a YouTube video on the exact part that we were planning to install, and after Screening that we felt confident that there was no Threat of failure.
The hitch wasn't quite as heavy as I thought it may be - I was initially fearful that we would not be able to hold it in place and it would Crash down and hurt one of us, but that didn't happen. I also thought that, being so close to the Gas tank that we could have problems but the clearances were fine - no Explosion!
In the end I'm glad we finally got it done. Now we can haul our slash out, and there is the added value that if we ever need to Evacuate due to a Wildfire that we could use the trailer to take some extra stuff to the relocation Facility. Maybe a little Looting Prevention added into the Exercise. Pretty Smart, eh?? rofllol rofllol rofllol rofllol

If you had read the 38 page manual, you would realize that your message wouldn't even have been looked at, even if you had composed a message where you managed to use ALL OF THE WORDS in their list.
