Gee, why am I not surprised? Another Gov't solution bogged down by rules, bureaucracy, complexity, and difficult to use and qualify for.
Edit- Tax credits for small business/individuals are not a bad idea, the tax preferences for health insurance still need to be equalized for Group, individual and small business. This looks like a bad implementation though.
