The Manned Space Program was halted due to the shuttle delivery system being at the end of it's usefullness. But it was President Bush who set NASA on a path eight years ago to retire the Space Shuttle and rely on the Russians for space travel.

The shuttle program was due to be retired, and private industry was supposed to replace the delivery system, and they are progressing but for a little longer, we are going to use Russian rockets. (But I do wonder how much safer Russian systems are than old US Shuttles. I know I would trust a battered shuttle over a Russian capsule.)
