I hve gone shooting with police officers and while most of them do shoot better than me. There are some that scare me to death that they have guns.

Shooting at a range is great practice for situations that are static, when time and accuracy are not life and death factors. Close quarter battle training is far more effective but not a substitute for experience. Even an abundance of experience can't prepare anyone for a surprise, the best anyone can hope for is to be aware of their situation when it counts and to make prudent decisions about shooting or moving to safety and then reassess the situation.
I don't envy the officers that were involved in this incident, it's a difficult situation. Shooting in a crowd is always going to be a bad choice but letting the shooter continue to shoot isn't an option either.

Guy didn't seem to be a threat to anyone else but the cops.
The officers confronted Johnson as he walked, casually, down the street after gunning down a former co-worker on the sidewalk outside the office they once shared. The shooting happened at 9 a.m., as the neighborhood bustled with people arriving for work.
Watching the shooting video it doesn't look like there are innocents within range, but in that concrete and people dense enviroment, bullets tend to fly until they hit something. Last I heard only 3 of the innocents are still in the hospital.
