Well according to the PLF lawyer, the ACA bill that was passed started in the Senate. Unless Harry Reid pulled some maneuver adding it to an unrelated house bill. Maybe this is all wacko legal posturing, it seems it would be in the news if the legal case was legit? I'm skeptical but curious.
