Well according to the PLF lawyer, the ACA bill that was passed started in the Senate. Unless Harry Reid pulled some maneuver adding it to an unrelated house bill. Maybe this is all wacko legal posturing, it seems it would be in the news if the legal case was legit? I'm skeptical but curious.

In a so-called “shelf bill” maneuver, Reid took a House-passed measure to help veterans buy homes, struck out all its language, and inserted the federal health care legislation that became known as the ACA, with its health insurance mandate and charge for people who choose not to comply."
