I have NO idea what that phrase means - and frankly, I suspect it's an invention.

8:14 am ET - Tuesday’s suicide bomb attack in Kabul killed at least 12 people. Responsibility was claimed by a moderate insurgent group that has rarely struck inside the Afghan capital.

Extreme insurgent groups will actually strike inside Kabul city limits. And I think you also need a license to do that.
