I wondered what that charge was for. I actually heard about this a few months ago Aurora city was advertising it. $3.00 is not much to pay. I would be fine with that. I just want to see more jobs out there.
They also could consider charging the recipient 2.50 a month. Having a low cost phone for emergencies and to have a phone in case of an emergency call is a good thing.
