Romney is following the rules and gets federal funds. Obama opted out of the program. So conventional wisdom says Romney has rich donors and shouldn't need the matching money. Plus he thinks less people should be on the dole but he is. Meannwhile Obama thinks campaign finance should be fixed yet he won't even do what is necessary to receive matching funds.
