The question is whether or not those is need will be the beneficiaries of the benefit. This isn't the first time the Red Cross has used a disaster to appeal for donations and then failed to assist those who were impacted by the disaster with those funds. It seems to be an ongoing issue with that organization that never appears to be fully and properly addressed by it.
