One of the big problems with carbon credits is the jockeying for favorable terms. For example, commercial aviation to survive will need to be issued a large amount of carbon credits that they can use to fly passengers and cargo or they can cutback on routes and sell them to other airlines or industries. So if United Airlines lobbies and gets a large batch, they can compete unfairly against a smaller airline like Frontier which might have to start buying carbon credits after six months.
