Why are Republicans filibustering their own bills?

GOP majority leader Sen. McConnell proposed a bill today to allow the President to automatically set the debt ceiling. Congress would have to muster a majority vote to veto it. Senate Leader Reid said good idea, and proposed to set an up or down vote on it. McConnell then turned around and filibustered his own bill to prevent the Senate from having a vote on it.

Explain this brilliant Republican logic to me, please.

Harry Reid is from Nevada. They know a little something there about calling people's bluffs and making them show their cards. He just ate McConnell's lunch and drank his milkshake.
