Bob, if I'm not mistaken you posted a photo of some Israeli Self Defense Force conscripts in utility uniforms. It also appears that they are not on duty and enjoying a break from duty. I'm no expert on the IDF's uniform codes but I suspect that personnel on light duty are authorized to wear alternate footwear.
