Because that is what laws do when they are complicated, perhaps if I was a lawyer, I would start a group simply to lobby people to make laws longer and use bigger words so that things cannot be resolved without their services.
Someone told me once that law, by definition, means that you know what to expect as a consequence of your actions before you take them. This may not be the real definition, but boy do I like it. It makes us lawless, it makes me want law, it makes most things called laws, not laws and it makes law enforcement anything but.

Because it is a convoluted mess.
Perhaps I wasn't clear earlier, in the past I would have met with my accountant and ask him to explain it to me in detail, but all he had to say was that we don't qualify and rather than spend the bucks to hear it all spelled out, at this point in our relationship that is good enough for me.
I suspect with a lot of the convoluted mess I will just be asking for the bottom line.
