Liability insurance, food insurance, health insurance, housing insurance. You must show proof of it children are confiscated. You must show proof when you buy food or whenever an officer of the law sees you with a child. Let the insurance companies decide what is "low risk," "high risk," and "uninsurable" or "unsuitable for parenting"
For certain types of kids, after govt evaluation, parents would need to have a special license and background check. This would be true for smart kids, dumb kids, disabled kids, kids that cry too much or kids that have ever committed a crime, or have even just been arrested. It should also be true if the parents have ever had a run in with law enforcement or if another citizen expresses concern.
Just bringing it up for discussion.
I still like frying bigger fish, like my president. If we are really not hungry, we should not fry anything.
Why would we want a parenting law? Are the majority too illequipped? Or we need to do it because of a minority? Who is going to do the constitutional amendment change?

It reminds me of 3rd grade. Two boys were caught peeing on the floor in the bathroom so the entire class has to stay in from recess. When are we going to stop punishing the majority for the behavior of a minority?

That's why we decided it's ok for parents to kill their kids... just a preemptive precaution.

Kinda sorta, but I started to respond to your other thread (maybe I still did, I cannot remember) and then thought this would be the best way to make my point. I had respect for your opinion, I just feel such logic could be applied to a fault.
