Perhaps I am unencumbered by the thought process but why can't we use the Buffalo as an historic example as a way to solve this problem and allow hunting? Collect a small but diverse flock of Skeet, inter breed them into a larger population on farms nation wide and then allow controlled harvesting of only domesticated Skeet. Wild Skeet would be spared from extinction and Skeet hunters could still enjoy hunting and harvesting Skeet.
