Archer, being I thing a typical American I have always thought that not paying taxes due was a formula to garnishment. seizure and despair.
How does this not pay your taxes and get a full pay check work? That is a generic question not dependent on whether you are a government employee or not.

Yes taxes is what I did, yes, the IRS can garnish your wages over un-paid, or under paid income tax,but it can take years before they get around to it, even longer if you don't actually file. There is no indication in any of the statistics of un-paid taxes by federal or citizen unpaid taxes how long they have been unpaid, or if they are actually on a payment plan with the IRS who is usually very amenable to scheduling payments over a period of time.......
