Should FEMA help to rebuild churches?

After superstorm Sandy FEMA is saying they can't help rebuild houses of worship. Seperation of church and state. Should the Feds help? Churches don't have to pay taxes why get benefits? Plus in the free market if the congregation is strong enough they should support it right? How about if it is historical like the Old North Church? Or MLK's parish?

They did help to rebuild the Old North Church in Boston. In Europe churches have declining membership so government spends millions to restore them for historical and tourist reasons.
