It seems you can get both food stamps and welfare in Massachusetts, which is known as Transitional Aid to Families with Dependent Children (TAFDC), without being a US citizen. But you must be a legal immigrant.

For food stamps the non-financial eligibility requirements are:

The 2002 Farm Bill restores SNAP eligibility to most legal immigrants that:

Have lived in the country for 5 years; or
Are receiving disability-related assistance or benefits; or
Children under 18

Certain non-citizens such as those admitted for humanitarian reasons and those admitted for permanent residence may also eligible for the program. Eligible household members can get SNAP benefits even if there are other members of the household that are not eligible.

For TAFDC:

To qualify for the TAFDC welfare program in Massachusetts, you must have a dependent child or be pregnant, and you must have little income and few assets. In addition, some families have to meet special work and school requirements. You must live in Massachusetts and be a U.S. citizen or eligible noncitizen.


An eligible noncitizen is defined as:

eligible noncitizen: a person who is not a U.S. citizen, but whose immigration status has been approved for a particular benefit program. Eligible noncitizens must still meet the other program eligibility requirements (income limits, for example) to qualify for benefits.

Keep in mind that his wife and child are both US citizens and therefore eligible if they meet the criteria of any plan for which they might apply.
