The political people in the state who never really wanted legal, recreational marijuana are trying to make sure it goes away. They want to add a 15% excise tax and ask the voters to approve another 15% sales tax. If the voters don't approve it, legal, recreational marijuana will go back to the old way.
Think the voters will approve it? Or wil this just be used to encourage stoner liberal voters to turn out? Might backfire because it could inspire the anti-drug conservatives to vote.

How would adding taxes make it go away?

I am not sure, but a 30% tax will drive many transactions back underground.
