Socialism: a political and economic theory of social organization that advocates that the means of production, distribution, and exchange should be owned or regulated by the community as a whole.
Single payer would bring distribution and exchange under the control of the federal government. Production would be highly regulated by the government.
So yes, single payer is by definition 'Socialized".

Good question. I'd like to see some action by the administration in charge of this economy. Their approach of reducing unemployment through attrition isn't the answer.
