Perhaps its our other 5 layers of govt that everyone has to answer to, just because the fed did not make the sun rise this does not mean that the states, counties, towns or sheriff depts wont take over and push the sun up and keep everyone from vaporizing.
But then again, perhaps govt is mostly for people in govt....

And there lies the problem, the bread and circuses continue to flow out to the many and those who are inclined to suck off the Gubment teat instead of improving themselves and helping those around them will continue to accept the handouts until there's no more other people's money to redistribute. Those who have wealth will flee to other countries because they can afford to, the rest of us are stuck with the bad choices that the collective "we" made and keep repeating over and over again.
