After watching the video, "ramming the barricades" appeared far more like bumping the barricades. The chase is accurate. as in she was truly frightened and trying to escape. Why not shoot the tires or radiator instead of shoot her like Bonnie and Clyde? Was this both Secret Service and DC Police?
