Your willingness to send over 5% of your cohorts into jail/prison to increase adult employment is a clear jump from previous generations that would not have tolerated such a thing, even their parents would have stood up for them, but not yours. An alternative scenario is future tax payers figure out the sweet spot where their income is not taxed much so they work less and qualify for maximum means tested goodies and refundable tax credits from Uncle Sam. Of course there are always the sneaky taxes and fees on products that are not as visible, maybe that is what you meant?
