During an education and outreach session in Memphis on Friday, Republican Tennessee State Sen. Brian Kelsey gave Health and Human Services Secretary Kathleen Sebelius a book that he thought she might need: “Web Sites for Dummies.”

The Daily News in Memphis was able to capture the moment in a photograph. As you can see, Sebelius doesn’t look very amused:
