It all depends on what their definition is. They should probably include other things like education, crime, traffic safety, traffic congestion, bureaucratic efficiency for doing business, some quality of life metric other than standard of living, etc
BTW I hate these "10 lists of" web articles that make you look at 10 pages, at least some do provide a link to view all pages... ie Business Insider. I skip the slideshow pages, just too annoying.
