LOL, poor Congress critters, under-performing and underpaid at $174K. Cry me a river... And they are only in session about 1/2 the year. How about giving them a time card and flat $100/hour when they check in for "work" at the Capitol.
The part about going back to a per diem is funny too. Probably he doesn't realize that current IRS rules limit per diem to 12 months for away from home workers. No problem, just create a special exception for the ruling class.
