Is this true? I thought states had to ratify to repeal a Constitutional Amendment?

(CNSNews.com) – Sen. Ted Cruz (R-Texas) told attendees at a Family Research Council pastors retreat that Senate Democrats want to limit free speech through amending the Constitution.

“When you think it can’t get any worse, it does,” Cruz said at the FRC’s Watchmen on the Wall 2014 event in Washington, D.C. on Thursday. “This year, I’m sorry to tell you, the United States Senate is going to be voting on a constitutional amendment to repeal the First Amendment.”

IIRC, 3/4 of states need to pass something to change an amendment, but there are ways to limit amendments.
For example, you have the right of free speech but they will prosecute you for yelling "Fire" in a crowded theatre.

It's about campaign financing......Ted Cruz has some serious issues when it comes to interpretations of bills, and telling the truth

The amendment proposed by Sen. Tom Udall (D-NM) would allow the federal government and states to once again regulate the raising and spending of money in elections, as they did before the Citizens United decision.

Definitely an over statement by Ted while trying to rile up his base, but as for the Senate voting on it, that's the way it works. The House and Senate must pass the bill by 2/3rds vote and then it must get ratified by 3/4 of the states. Not much chance of it happening.
