I thought that stuff was supposed to "trickle-down"?
Texas doesn't have personal income tax...So that leaves:
a) Sales Taxes - (Austin's is 8.25%; 7.25% goes to the state, 1% is local)
b) Property Taxes - Have to be higher to make up for the lack of income taxes.
c) Taxes from energy/oil-gas leases ("Severance" taxes) - Goes to the state; not to the local governments...A small percentage is returned to counties sometimes, but not enough to cover infrastructure.
Like all the rest of the tax-cutting states, they are figuring out that when you cut taxes, it DOESN'T create "more wealth" or more jobs--(well, it does create more wealth for the top 1%), and if you want things like parks, schools, libraries, light-rail, etc., they have to be paid for...And when there's a hole in the budget and you can't pay for infrastructure because you've cut so much there isn't enough coming in, you have what's happening in Austin...(Just ask Scott Walker...And Bobby Jindal...and Rick Scott...and ........)
Now, the teabaggers don't care if there's no infrastructure...Close schools; sell the parks to the private sector to scrape off and put strip malls on; light-rail? "We don' need no steenkin' light-rail"...(that's a "lib" thing anyway)...libraries? Close most of them...or put them on reduced schedules (Sounds like JeffCo, don't it?) As long as they get to keep their tax money, the rest can go to he11...
