Like this idea? Especially if they have to keep their grades up? I could see it really helping to encourage high school grads to continue their education, and if they like college, advance onto four year institutions.
Downsides? This program will probably cost a lot more than initial estimates, since the student isn't paying and shopping around for the best program for the dollar, the colleges will be able to raise tuition without much protest.
