When I first saw this I wanted to laugh.
But it is so frightening that I almost ended up crying.
God help us.

Isn't this guy like that nut job in South Carolina running against Sen. Jim DeMint?

Well, to be fair, there is an explanation for his slow speech...

http://en.wikipedia.org/wiki/Hank_Johnson

In December 2009, Johnson revealed that he had been battling Hepatitis C for over a decade, which resulted in slow speech and a tendency to regularly get "lost in thought in the middle of a discussion".[6] Johnson said that he learned he had the disease in 1998 but does not know how he contracted it. The disease has damaged his liver and led to thyroid problems

But it doesn't explain the dumb comment about Guam tipping over. He said he was using a metaphor...

http://blogs.ajc.com/political-insider-jim-galloway/2010/04/01/your-morning-jolt-hank-johnson-and-a-capsizing-guam/

“I wasn’t suggesting that the island of Guam would literally tip over,” said Johnson. “I was using a metaphor to say that with the addition of 8,000 Marines and their dependents – an additional 80,000 people during peak construction to the port on the tiny island with a population of 180,000 – could be a tipping point which would adversely affect the island’s fragile ecosystem and over burden its already overstressed infrastructure.

“Having traveled to Guam last year, I saw firsthand how this beautiful – but vulnerable island – is already overburdened, and I was simply voicing my concerns that the addition of that many people could tip the delicate balance and do harm to Guam.”

I don't buy it, but some might. If it were a metaphor, there would of been no reason to ask about the dimensions of the island. That only makes sense if he did worry it would tip because it's long and narrow, like a seesaw.
