Quick answer, Pat Schroeder retired as the Rep of DD#1 to order to take advantage of converting donations into private funds. She did the conversion before the banning of such transfer. That is why Diane DeGette then took the seat.
Perhaps you can answer something else I have wondered about. Decades ago before I lived here Colorado pass a sunset law. As I recall laws or perhaps state agencies had to justify there existence periodically. Do you recall that? How did it work out?

Briefly, Pat Schroeder retired from CD#1 Colorado, in order to take advantage of the ability to convert political contributions to private funds. That is why she stepped aside and Dianne DeGette now has her sinecure. To be fair" Mrs. Schroeder is the 15th House member to announce retirement this term. All together, 25 House members -- 18 Democrats and 7 Republicans -- have either said they would retire or are expected to run for higher office in 1996. " NY Times 11/30/1995. After which the coversion of political contributions to private funds would no longer be allowed.
I came to Colorado in 1993 and do recall the concept of sunset laws, thought it may be a carry over from the state that i previously lived in. Short answer, I do not know what happened in Colorado.
